NEAR is heading into a House of Stake vote on HSP-029, which would lower maximum annual issuance in stages, with the ballot closing November 2. House of Stake approval alone would not change issuance -- validators must still adopt a separate network upgrade after a grace period. Watch whether that issuance vote actually ratifies and how dedicated NEAR-product flows hold into that ballot.
